The National Labor Relations Board (‘‘NLRB’’ or ‘‘Board’’), with the concurrence of the U.S. Office of Government Ethics (OGE), is correcting a final rule that appeared in the Federal Register on July 20, 2020.
Supplemental Standards of Ethical Conduct for Employees of the National Labor Relations Board
In accordance with 5 CFR 2635.105, the regulations in this part apply to Board members and other employees of the National Labor Relations Board (NLRB) and supplement the Standards of Ethical Conduct for Employees of the Executive Branch at 5 CFR 2635. Board Members and other employees are subject, in addition, to the executive branch financial disclosure regulations contained in 5 CFR part 2634.
85 FR 51301: Guidance Documents Issued by the Office of Government Ethics
Pursuant to Executive Order 13891, the U.S. Office of Government Ethics (OGE) is issuing a regulation to detail the process for the issuance of, modifications to, and petitions regarding guidance documents, as they are defined by the Executive Order. Additionally, the regulation states that OGE will post all guidance documents in a new guidance portal on its website. OGE is also detailing the process for the issuance of significant guidance documents and categorical exclusions. Finally, OGE is revising its executive branch ethics program regulation to ensure the consistency in the description of various documents that OGE issues.
85 FR 2279: 2020 Civil Monetary Penalties Inflation Adjustments for Ethics in Government Act Violations
In accordance with the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015, the U.S. Office of Government Ethics is issuing this final rule to make the 2020 annual adjustments to the Ethics in Government Act civil monetary penalties.

80 FR 18160: Organization and Functions; Implementation of Statutory Gift Acceptance Authority; Freedom of Information Act
The U.S. Office of Government Ethics is updating and streamlining its organization and functions regulation and its statutory gift acceptance authority implementation. OGE is also updating and streamlining its Freedom of Information Act (FOIA) regulation to reflect OGE's existing policy and practice and to implement changes to the FOIA. Finally, the proposed revisions make administrative changes and update cost figures for calculating and charging fees.
68 FR 27891: Privacy Act; Implementation
The Office of Government Ethics is adopting as final, with two minor changes, a proposed rule establishing procedures relating to access, maintenance, disclosure, and amendment of records which are in OGE systems of records under the Privacy Act of 1974. This rule also establishes rules of conduct for OGE personnel who have responsibilities under that Act.
67 FR 35709: Testimony by OGE Employees Relating to Official Information and Production of Official Records in Legal Proceedings
The Office of Government Ethics is adopting as final a proposed rule, with certain minor changes based primarily on comments received, that sets forth procedures that requesters have to follow when making demands on or requests to an OGE employee to produce official records and information, and provide testimony relating to official information, in connection with a legal proceeding in which OGE is not a party. This final rule establishes procedures to respond to such demands and requests in an orderly and consistent manner. The rule, among other benefits, will promote uniformity in decisions, protect confidential information, provide guidance to requesters, and reduce the potential for both inappropriate disclosures of official information and wasteful allocation of agency resources.
59 FR 34755: Addition of Paperwork Approval Numbers to and Updating and Correction of Citations in Certain Regulations of the Office of Government Ethics
The Office of Government Ethics is adding the approval control numbers assigned by the Office of Management and Budget (OMB) under the Paperwork Reduction Act to various information collection requirements set forth in certain portions of its financial disclosure and outside employment regulations. In addition, OGE is updating a couple of authority citations and correcting a couple of citation errors in certain of its regulations.
