The Federal Communications Commission, with the concurrence of the Office of Government Ethics (OGE), is issuing regulations for employees of the Commission that supplement the Standards of Ethical Conduct for Employees of the Executive Branch issued by OGE. The supplemental rules require professional employees of the Commission to obtain approval prior to engaging in certain outside activities and provide cross-references to restrictions based on authority other than the executive branch-wide Standards. The Commission also is revising its residual standards of conduct regulations found in 47 CFR part 19 by repealing those sections that were superseded by the executive branch-wide Standards and the Commission’s supplemental regulation, and by adding general cross references to the Executive Branch-wide standards and related regulations. In addition, the Commission is transferring to a new supplemental part certain provisions in its existing financial disclosure regulations.
